Outside, all was still in darkness, although the approaching dawn (it had 
been a long night) was giving shape and definition to the outline of 
buildings and rubble that marked the remains of the tower block that had 
once stood next to Mortmioan Mansions.  Two policeman could be seen, close 
at hand, talking in low voices - at a slightly greater distance, a group of 
soldiers were just visible, focused on something on the ground.

"Stop him!" shouted the Inspector.

The two policeman looked up.

"Hey - you can't go there, Sir!" one called, while the other, of a more 
practical bent, ran towards Philip, stumbling over the rough ground.

The first policeman sounded his whistle in urgent alert, and the soldiers 
looked up.
